Values are usually obtained by reading the colors in a left to right manner.

sig digit & sig digit * multiplier @ tolerance
For example if a resistor had four band of brown, black, red, and gold; this would be read as 1 and 0 multiplied by 100 at +/- 5% of the rated value (10*100=1,000)-- a 5% 1K resistor.
